But Kids Are Cuter than Sexual Assaulters

In one of the most bizarre videos of court interactions yet, a young woman, Monica Contreras, complains in family court in front of hearing Master Patricia Donninger about being sexually assaulted by Marshal Ron Fox. Donninger, deeply dedicated to the law and with an abiding concern for the rights of those appearing before her, ignores Contreras completely while playing with her 2 year old daughter.

Bad enough? Wait for it…after Contreras is confronted by Fox and Marshal James Kenyon, she’s arrested and taken into custody.  For what?  Watch and find out.

Monica Contreras went to family court with her 2-year-old daughter in August 2011. She was in the courtroom only a few minutes on a routine divorce case. Her husband filed for a Temporary Restraining Order against her during their divorce. He never showed up in court so the order was denied.


According to internal court documents, as Contreras was leaving, family court marshal Ron Fox ordered her into a waiting room for an unexplained drug search.


Contreras said Fox touched her buttocks, breast, and ordered her to lift up her shirt. A later internal investigation by Clark County courts validated her claims. Contreras went back into the same courtroom and told hearing master Patricia Donninger that her requests to have a female marshal handle the search were ignored.

There is a strong tendency on the part of judges, even quasi-judicial officers like Donninger, not to become embroiled in disputes with the courtroom security staff, both from a “professional courtesy” standpoint as well as the practical consideration that they aren’t exactly under their control.  Hard as it may be to imagine, judges wield enormous power over a lot of people, but the division of authority often leaves them powerless over the staff.

Yet this has nothing to do with their judicial power, but with Donninger’s incomprehensible lack of humanity.  She’s playing with the little girl rather than heeding a sexual assault complaint in front of her?  She’s pretending it has nothing to do with her, studiously ignoring what’s happening in her face? Unreal.

Naturally, it’s left to the person who perpetrated the sexual assault to arrest the complainant for lying about his crime.  Again, unreal, as is his fellow Marshal Kenyon’s pleasure to cooperate in covering up Fox’s crime.

Fox, who was subsequently “quietly” fired after a six month investigation once the conduct was reported to internal investigators, is nothing more than a common sexual abuser in a uniform. 

Contreras kisses her daughter before being sent to jail. Her young daughter was sent to Child Haven. Two months later, Contreras filed a complaint with Court Marshal Internal Affairs.


Sources tell the I-Team, investigators were shocked they had not heard of the alleged courthouse sexual assault from family court Lt. Steve Rushfield. After a six-month internal affairs investigation, Fox was fired.


Nobody from Clark County courts told Contreras that her claims were validated. She only recently found out from the I-Team.

Apparently, this incident has opened a wound that reflected other assaults have been perpetrated and covered up at the Clark County Family Court.  And naturally, Ron Fox is suing for wrongful termination:


His attorney declined an on-camera interview but claims the marshal’s arrest was legal because nobody in the courtroom tried to stop him.

That’s because hearing Master Patricia Donninger was preoccupied playing with Contreras’ little girl, who was much cuter and a whole lot less disgusting than what Fox did to Contreras.  Can you blame her?

    No. Not charged at all. And reasonably likely to get his job back, because there are more cute young mothers with breasts that need searching.
